N. Korea blasts US plan for new radar base in Japan
North Korea on Thursday lashed out at a US plan to build a new radar base in Japan, saying it would escalate an arms race and leave Pyongyang no option but to develop "more powerful nuclear weapons".
During a visit to Tokyo on Monday, US Defense Secretary Leon Panetta said an agreement had been reached on deploying another US missile defence radar in Japan.
The radar will enhance the ability of US troops to defend Japan and protect the United States from North Korea's ballistic missile threat, Panetta said.
"This will only strain the regional situation and escalate the arms race," the North's foreign ministry said in a statement published by the official Korean Central News Agency.
"What should not be overlooked is that Panetta openly declared the new radar is targeted against the DPRK (North Korea), not China," it said.
According to US officials, the additional radar frees up the country's naval Aegis ships, which have been operating near Japan to help detect any potential incoming missiles.
"Given the fact that the US, the world's biggest possessor of nukes and missiles, is stepping up its arms build-up against the DPRK, it is quite natural for (North Korea) to steadily bolster up its nuclear deterrent," the North's foreign ministry said.
"The US attitude requires the DPRK to become a more powerful nuclear weapons state as befitting the 'rival' of the US," it added.
About 47,000 US troops are stationed in Japan, many of them on the far southern island chain of Okinawa. Japan already has one X-band radar, at Shariki base in Tsugaru City, in the far north of the main island of Honshu.
North Korea carried out a failed rocket launch in April in what it said was an attempt to put a satellite into orbit.
But the UN Security Council strongly condemned the exercise as breaching a ban on the testing of ballistic missile technology, and tightened sanctions.

Head Games depicts a young football team in a David vs. Goliath struggle, but its real purpose is to portray a group of neurologists and advocates as underdogs fighting the business interets of football.Still from Head Games ? 2012 Head Games the Film LLC.
Head Games, the new documentary from director Steve James (Hoop Dreams), begins on the sidelines of a football game at Near North Elementary in Chicago. It's a school for kids with special needs, mostly black and from poor families. The pint-sized players' coach barks out the story of David and Goliath: "Your helmets are your rocks," he says, urging them to use their rocks to slay some giants. Ninety minutes later, we're at the last game of the season; Near North is down with seconds left to play. A score appears at the bottom of the screen: "David 28 / Goliath 35." Will the boys pull this one out?
I bring up these scenes not because of what they say about the movie's theme?the apparent crisis of concussions in contact sports?but because of what they say about its method. The children?s struggle stands in for the team of underdogs at the center of the film, a scrappy crew of neurologists and advocates who are battling football?s businessmen and bureaucrats. But this nifty narrative deflects attention from some deeper facts. First, that the panic over on-field head trauma has given rise to major business interests, some of which tie in to the movie's backers. And second, that the science of head trauma remains cloaked in anecdote, beset by suppositions, and hopelessly benighted when it comes to how to treat the problem.
James starts his tale with Chris Nowinski, an ex-defensive lineman for Harvard's football team who spent some time as a pro wrestler and now helps run the Center for the Study of Traumatic Encephalopathy at Boston University. He's a natural showman, smart and charismatic, and we get to watch him re-enact a few of his greatest research moments. There he is in the library, poring over scientific papers and scrawling scary numbers in his notebook. He jots one down and then stares off into the distance. So much outrage in his eyes!
Another unlikely hero: the journalist who brought the dangers of concussions to a national audience. Acting on Nowinski's tip, the New York Times' Alan Schwarz linked the 2006 suicide of former Eagles defensive back Andre Waters to the buildup of tau proteins in his brain, a sign of repeated head trauma. The film paints Schwarz as a dogged, righteous nerd?we see the calculus books on his shelf?and savvy enough to call bullshit on the NFL's bogus science. "In a way, I was becoming the math teacher that I had always planned on being," he says of his early showdown with NFL commissioner Roger Goodell. He laid out for Goodell what it meant that the brains of four ex-NFL players had shown the signs of a rare, neurodegenerative disease. "All I wanted to do was get him to understand the probabilities at work here, that it wasn't just me being a pain in the ass. It was the fact that when you're four out of four, for a million-to-1 shot, something's up," he explains.
That's when another nerd might pause to ask a question: a million-to-1, really? A major obstacle for research on traumatic encephalopathy comes from the fact that no one knows its prevalence. The neurologists at BU have found signs of the disease in most of the brains they've studied, but it's still not clear how many other football players have it, nor what the rate is in the population at large. All that makes it very difficult to figure out how CTE affects mental health, or what else it means for sufferers. When Schwarz calls the disease a "million-to-1 shot," he's fudging.
No big deal, perhaps, but for the fact that concussion research is such a fudge factory from end to end. Does CTE lead to suicide, as the film repeatedly suggests? I don't think there's any reason to say it does. (Andre Waters, for example, suffered from many other risk factors: chronic pain, a protracted family dispute, and?most glaringly?chronic and untreated depression.) Does having one concussion make the next one more likely or more dangerous, as the film repeatedly suggests? Maybe, but the evidence isn't as strong as you might think; most comes from rodent work, and what we know from people suggests the added risk extends for about a week. Should people with concussions rest until their symptoms disappear, as the film repeatedly suggests? That's been the standard advice since the 1940s, but there's very little evidence to show it's more than superstition. The only real work to support the notion came out in June, with equivocal results. (Researchers found that a week of rest taken right after getting hit did as much good as a week taken several months later.)
Let's stick to this last point, since the idea that players should be barred from competition after getting dinged is seen as gospel by nearly everyone who appears in the film. It's the closest thing we have to a solid fact about concussion. It's also the central point of Concussions and Our Kids, the new book (out this week) from one of the major subjects of Head Games, BU professor and concussion expert Robert Cantu. "Rest is the hallmark of concussion therapy," Cantu writes.He advises parents and doctors to keep young athletes away from school for weeks or months, if necessary, after a nasty head injury. They should avoid all physical exertion and also mental overload?the kind associated with taking tests and reading books. They should also be prevented from using Facebook, sending text messages, and watching movies.

Lunch at Nam Phuong: Different soup, different rolls | Food and - Blogs

Years ago I used to work as a chef for a wonderful Vietnamese woman at a Southwestern-style cafe. She also had a Vietnamese restaurant, and sometimes we?d go there for treats that weren?t on the regular menu.
Among my favorites were the fresh rolls called bo bia. Like the more familiar goi cuon, they were wrapped in soft rice paper and contained a lot of crispy vegetables. But the principal ingredients were different. Bo bia contain the sweet Chinese sausage called lap cheung, strips of raw jicama and small dried shrimp.
I was jazzed to discover bo bia at the Buford Highway branch of Nam Phuong (here?s my review of the original in Norcross). They did not disappoint. The dull crunch of the jicama, the oils of the sausage and the umami funk of the dried shrimp combine into something quite memorable with each bite.
I also tried the soup called my quang ? a turmeric-yellow chicken broth holding wide rice noodles, chewy pieces of stewing hen, shrimp, Vietnamese-style bologna, quail eggs and black sesame rice crackers. The garnish plate contained cabbage and banana blossom along with herbs, hot peppers and lime. It was a ton of food; I would have preferred more broth and a bit less stuff, which just registered as a pile up of ingredients. It isn?t as good as the my quang down the street.

KABUL, Afghanistan (AP) ? Islamic militants sought Tuesday to capitalize on anger over an anti-Islam video that was produced in the United States, saying a suicide bombing that killed 12 people in Afghanistan was revenge for the film and calling for attacks on U.S. diplomats and facilities in North Africa.
The attempt by extremists across the region to harness Muslim fury over a film that denigrates the Prophet Muhammad posed new concern for the United States, whose embassies and consulates have been targeted, and in some cases breached, during riots and protests over the past week.
At the same time, Western leaders welcomed statements by Middle East governments that condemned the violence against diplomatic facilities on their soil, even as they expressed anger over the video. Some of those governments replaced autocratic regimes in popular uprisings that swept the region, allowing for greater leniency toward protest.
At least 28 people have died in violence linked to the film in seven countries, including U.S. Ambassador Christopher Stevens and three other Americans killed in a Sept. 11 attack on the U.S. Consulate in Benghazi, Libya. The toll also includes 12 protesters killed in riots over the film last week.
Some officials in Libya have said the attack on the consulate was planned in advance by militants. However, the White House said Tuesday the assault appeared to have been sparked by anger over the film, though the investigation continues.
The crisis has become a major foreign policy challenge for Washington in the final weeks of a presidential election campaign that has largely focused on economic challenges. The uproar over the video, "Innocence of Muslims," which was made by an Egyptian-born American citizen and posted on YouTube, reflects seemingly intractable tension between Western principles of free speech and Islamic beliefs that brook no insult directed at the prophet.
The crisis offered fresh impetus for Islamic militants who have long plotted and carried out attacks on Western targets.
Tuesday's attack in Kabul, the Afghan capital, was carried out by a suicide bomber who rammed a car packed with explosives into a mini-bus carrying foreign aviation workers to the airport. At least 12 people died, including eight South Africans, three Afghans and a citizen of Kyrgyzstan.
A spokesman for the Afghan militant group, Hizb-i-Islami, claimed responsibility for the dawn attack and said it was carried out by a 22-year-old woman named Fatima. Suicide bombings carried out by women are extremely rare in Afghanistan, where few if any Afghan women drive cars.
"The anti-Islam film hurt our religious sentiments and we cannot tolerate it," spokesman Haroon Zarghoon told The Associated Press. "There had been several young men who wanted to take revenge, but Fatima also volunteered and we wanted to give a chance to a girl ... to tell the world we cannot ignore any anti-Islam attack."
Also, al-Qaida's branch in North Africa called for attacks on U.S. diplomats and an escalation of protests against the anti-Islam film. Al-Qaida in the Islamic Maghreb praised the killing of Stevens and urged Muslims to pull down and burn American flags at embassies, and kill or expel American diplomats to "purge our land of their filth in revenge for the honor of the Prophet."
In a statement, the group condemned the United States for "lying to Muslims for more than 10 years, saying its war was against terrorism and not Islam," and threatened attacks in Algeria, Tunisia, Morocco and Mauritania.
Yemen-based al-Qaida in the Arabian Peninsula recently issued a similar call for attacks on U.S. diplomatic facilities. It is al-Qaida's most active branch in the Middle East.
In Tunisia, Foreign Minister Rafik Abdessalem pledged to bring to justice those behind protests outside the U.S. Embassy in Tunis that saw cars burned and classrooms at a nearby American school trashed and looted.
"Violence is not tolerated, no matter where it comes from, and can in no way be justified," he said. "We will strictly enforce the law against those implicated in the ongoing investigation."
Britain's foreign secretary, William Hague, told Parliament's Foreign Affairs committee that the film was contemptible but that it was no excuse for violence.
"I therefore welcome the clear condemnation (of the violence) from leaders, including what are generally termed Islamist leaders, across the region," he said. He characterized the crisis as a difficult step in a democratic evolution that will last generations.
In Pakistan, hundreds of angry protesters broke through a barricade outside the U.S. Consulate in the northwest city of Peshawar, sparking clashes with police that left several wounded on both sides, said police officer Arif Khan.
In Kashmir's main city of Srinagar, a strike shut down businesses and public transportation as marchers burned U.S. flags and an effigy of President Barack Obama. Police fired tear gas and used batons to disperse protesters, who hurled rocks at the troops, according to police.
In Indonesia, about 200 people from various Islamic groups torched an American flag outside the U.S. Consulate in the city of Medan. Some unfurled banners saying, "Go to hell America," while others trampled on dozens of paper flags.
Also, 100 Muslim students in Makassar, in central Indonesia, called for the death penalty against the filmmaker, Nakoula Basseley Nakoula. Some 400 people protested peacefully outside the U.S. Embassy in Bangkok, Thailand's capital.
The government in Bangladesh blocked YouTube to prevent people from seeing the video. YouTube was also inaccessible in Saudi Arabia after King Abdullah ordered the blocking of all websites with access to the film. Google has blocked access to the video in Libya, Egypt, Indonesia and India because it says the video broke laws in those countries.

Strong customer satisfaction prevails across three durable goods industries in 2012, with nearly all companies showing improvement compared with a year ago, according to a report released today by the American Customer Satisfaction Index (ACSI). This year, two industries set new record-high scores: personal computers at 80 and televisions video players/recorders at 86 (on the ACSI?s 0 to 100 scale). The third industry, major appliances, holds steady at 81.
Tablet Revolution Gives Boost to Personal Computer Customer Satisfaction
As the personal computer market continues to undergo its transformation toward smaller, more mobile computing and away from stationary desktop solutions, customer satisfaction with the PC industry as a whole gains further traction?up 2.6% to an all-time high ACSI score of 80. The improvement over the past year blasts away the industry?s former high point of 78 that was earned in both 2010 and 2011. ACSI measurement of the industry includes customer satisfaction with all types of personal computers: desktops, laptops and tablets.
?The recent stall in demand for desktop PCs comes in conjunction with a surge of interest in small, mobile computers; in particular, devices that are ultrathin or lightweight,? says Claes Fornell, ACSI founder and author of The Satisfied Customer: Winners and Losers in the Battle for Buyer Preference. ?The current ACSI uptick for the industry at large is driven, in part, by the higher levels of customer satisfaction that tablets enjoy over desktops and laptops. As tablets gain market share, overall customer satisfaction with the PC industry picks up.?
Apple continues to keep the rest of the industry at bay, but its lead is somewhat smaller due to an across-the-board customer satisfaction increase for Windows-based computers. Apple slips 1% to 86, a score that continues to outpace competitors by a wide gap of 5 to 9 points. While the market?s shift away from traditional PCs benefits Apple and its iPad product line, the rest of the industry seems to be doing a better job of pleasing the customers that they are keeping.
Dell?s customer satisfaction is up 5% to 81, but its share of the consumer market is actually shrinking. This pattern holds sway for the other major Windows-based manufacturers as well. Market-share leader Hewlett-Packard inches up 1% to 79, just a point shy of its record high, but its PC shipments have dropped 13% in Q2 2012 compared with the prior year. Likewise, Acer gains 3% to an all-time high of 79 at a time when its shipments are down 14%. New to ACSI measurement this year, Toshiba debuts at the low end of the industry with a score of 77. The company has seen its U.S. shipments fall the most?down 20% from a year ago.
Skipping past HP, Acer and Toshiba, the aggregate of smaller PC makers (including tablet producers Samsung and Amazon) improves customer satisfaction by 4% to 80 while simultaneously gaining market share at a pace that outstrips even Apple.
?What may be occurring is that the defection of the least satisfied customers of traditional PC brands such as Dell, HP and Acer to Apple and other smaller tablet makers actually may be boosting customer satisfaction for all,? says Fornell. ?The companies that lose market share will maintain their most loyal and happy customers, while those who migrate to other companies in search of new products are more pleased as well.?

SALT LAKE CITY (AP) ? Republican Mitt Romney said Tuesday that Democratic President Barack Obama believes government should "take from some to give to the others" as he defended telling wealthy donors that half of Americans believe they are "victims" who are entitled to government assistance.
Romney told Fox News during an interview that he views such redistribution as a "foreign concept" and that there is a "great divide" among Americans on the subject.
The GOP presidential nominee said a growing federal government, driven in part by people who want support from government programs, has jeopardized the country.
"It's a pathway that looks more European than American in my view. And it's a pathway some Americans are drawn to," Romney said. He said people who pay no income taxes would be unlikely to support his campaign because his plan to cut those taxes across the board wouldn't help them.
The Republican presidential candidate was reinforcing remarks he made at a $50,000-a-plate fundraiser in Boca Raton, Fla., on May 17, comments secretly videotaped and made public on Monday. Romney's campaign spent part of Monday trying to mitigate fallout from the video, in which he tells donors that 47 percent of Americans "believe they are victims" and that his job as president wouldn't be to "worry about those people."
In response, Romney offered no apologies Monday night during a hastily arranged news conference in which he said the comments were not "elegantly stated" and were spoken "off the cuff." He said the remarks showed a contrast between Obama's "government-centered society" and his belief in a "free-market approach."
"Of course, I want to help all Americans, all Americans, have a bright and prosperous future," Romney told reporters.
Obama's campaign pounced on the video, which was obtained by Mother Jones magazine and released only hours after Romney's campaign outlined a new strategy to try to rejuvenate a struggling campaign. The video's emergence came as advisers to the former Massachusetts governor tried to reassure party leaders and donors about Romney's strategy amid concerns that the race could be slipping away.
In the video, Romney also said the Palestinians "have no interest" in peace with Israel.
"You hope for some degree of stability, but you recognize that this is going to remain an unsolved problem ... and we kick the ball down the field and hope that ultimately, somehow, something will happen and resolve it," Romney said. He said pushing Israel to give up disputed territory for a two-state solution with the Palestinians "is the worst idea in the world."
Romney has not addressed his remarks about the Middle East.
Those comments put him in sync with hard liners in the Israeli government, including some aides to Israeli Prime Minister Benjamin Netanyahu and senior Israeli cabinet ministers. Netanyahu himself has publicly advocated for a two-state solution.
The Obama administration favors a two-state solution with Israel and a future Palestine. But it says Palestinian statehood can only come about through a negotiated agreement between the parties, not through the United Nations.
Palestinian lawmaker and scholar Hanan Ashrawi accused Romney of "destroying the chances for peace" and called his remarks "irresponsible and dangerous and both ignorant and prejudiced."
Netanyahu's office declined to comment. The office of Palestinian President Mahmoud Abbas also had no comment.
Romney's comments in the first video appeared to focus more on the economy, the No. 1 issue for voters in November.
"There are 47 percent of the people who will vote for the president no matter what," Romney says in the video. "There are 47 percent who are with him, who are dependent upon government, who believe that they are victims, who believe that government has a responsibility to care for them, who believe that they are entitled to health care, to food, to housing, to you name it."
Romney said in the video that his role "is not to worry about those people. I'll never convince them they should take personal responsibility and care for their lives."
In a seven-minute news conference with reporters before a fundraiser near Los Angeles, Romney did not dispute the authenticity of the hidden-camera footage. He called for the release of the full video, instead of just the clips posted online. Fuller versions of Romney's remarks at the May fundraiser were made public Tuesday.
On Monday, he sought to clarify what he said when asked if he was concerned that he may have offended people.
"It's not elegantly stated, let me put it that way. I was speaking off the cuff in response to a question. And I'm sure I could state it more clearly in a more effective way than I did in a setting like that," Romney said.
About 46 percent of Americans owed no federal income tax in 2011, although many of them paid other forms of taxes. More than 16 million elderly Americans avoid federal income taxes solely because of tax breaks that apply only to seniors, according to the nonpartisan Tax Policy Center.
The videos were the latest troubles for Romney's campaign, which has tried to focus attention on a weak economic recovery and make the case that the Republican's business background would help spur the economy. In recent weeks, the campaign has dealt with the fallout from Clint Eastwood's rambling conversation with a chair at the Republican convention and Romney's omission of the war in Afghanistan or thanks to the troops in his prime-time convention speech.
The eruption of violence in Egypt and Libya last week prompted Romney to issue a statement assailing the Obama administration before it was known that an American ambassador and three other U.S. citizens had died in Libya, a move that generated criticism from Democrats and Republicans alike.
A series of polls have shown Obama with an edge nationally and in key battleground states, leading Republicans to implore Romney to give voters more specifics on how he would govern. The new approach aims to improve Romney's standing in the lead-up to the first presidential debate on Oct. 3.
Obama campaign manager Jim Messina quickly issued a fundraising appeal based on the initial video, telling supporters: "If we don't come through for President Obama right now, this will be the guy making big decisions that affect us and our families every single day."
An Obama adviser said the Democratic campaign might use Romney's comments from the fundraising video in television advertisements. The official wasn't authorized to discuss campaign strategy publicly and requested anonymity.
Romney's campaign released a separate television ad Tuesday, arguing that the president's policies "are making it harder on women." It cited unemployment and poverty statistics for women in an attempt to close the gender gap that has shown women favoring Obama.
